The Dfinance network relies on Cosmos validators, including centralized exchanges, venture capitals, and crypto whales. They are incentivized through inflationary rewards and the risk of losing their stake. 

Cosmos’ PegZone protocol manages communication between ETH (or any other blockchain). Even today, during the testnet phase, Dfinance supports Ropsten ETH and ERC20 tokens transfers. These transfers use a list of approved validators that rely on Proof Of Authority (POA).
